Assistance for Individuals with Substance Abuse

The municipality can provide support to help manage challenges related to substance use. Available services may include:

• treatment and rehabilitation services
• practical assistance and training
• placement in an institution
• financial support and employment-focused measures
• temporary housing options

Additionally, you are entitled to the same health and care services under the Health and Care Services Act as everyone else.

If you are not currently motivated to enter a treatment program for substance-free recovery, the municipality should still offer other support measures.

You can contact the municipality for assistance in applying for this service. You have the right to have a close relative help you with the application. Others, such as a neighbor, can also assist you, but in that case, you must provide a written authorization to be included with the application.

If you are seeking placement in a treatment institution, your general practitioner can help you apply.

A written authorization if someone else is applying on your behalf.

You will be notified when the municipality is processing your case, and you will have the opportunity to provide input. The municipality must gather all necessary information to make a decision, and you have the right to access the case documents. The decision will include the municipality’s reasoning, how the conclusion was reached, and who was involved in the process. The decision will be sent to you in writing.

The municipality must process the case as soon as possible. If the case cannot be resolved within one month, you will receive a written explanation of the delay and an estimated timeframe for when the decision will be made.

If you are dissatisfied with the decision, you can appeal to the municipality within three weeks of receiving it. Explain what you disagree with and why you believe the decision should be changed. If you need guidance, you can contact the municipality for assistance.

If the municipality upholds its decision, the case will be forwarded to the County Governor, who will determine whether the appeal should be upheld.
