Health and Care Services for Inmates in Prison
Inmates in prison have the same right to health and care services as the general population.
Description
A key principle is that inmates are entitled to the same health and care services as others. The services must be tailored to individual needs. The right to necessary healthcare does not mean an entitlement to a specific medication or treatment. As in society outside prison, medical decisions are based on professional assessments.
The municipality where the prison is located is responsible for ensuring that inmates have access to:
- general medical services
- emergency medical services
- nursing services
- physiotherapy services
- midwifery services
The services provided include:
- health examinations
- development of an individual care plan
- medication-assisted rehabilitation
- dental treatment
- preventive healthcare measures
- preparation for reintegration after release

The service is free of charge, except for extensive dental treatment, which the inmate must pay for.

Guidelines – applying for, or receiving the service
Inmates must receive information about available health and care services as soon as possible after incarceration. Those who request it must be offered a health examination or a consultation with a doctor.

Possibilities to appeal; procedure
Inmates have the same right to appeal as the general population. If you believe you are not receiving necessary assistance or are dissatisfied with the service, you can file a complaint with the municipality or directly with the service provider. Explain what you are dissatisfied with and what changes you are requesting.
If a serious incident occurs in connection with the service, you as a patient or relative can report it directly to the Norwegian Board of Health Supervision 474 86 882.
