Home Assistance

You are entitled to the help and security you need, regardless of age or level of function. Home assistance is available for those who wish to continue living at home but need support with cleaning or shopping.

Description

You can apply for home assistance if you need practical help with cleaning and shopping.

This may include assistance with ordering household goods and having them delivered, receiving warm or cold meals for reheating, as well as help with laundry, dishwashing, house cleaning, and window washing.

The municipality, in collaboration with you, will determine which services will be provided. The goal is to enable you to continue living at home.

Criteria/conditions

You are entitled to assistance if you are unable to care for yourself or if you require practical help to manage daily tasks. You must have a significant need for help due to illness, disability, or other reasons.

Charges/Cost of the service

If the home assistant helps you with personal care (such as toileting, getting up, dressing, and undressing), this assistance must be free of charge. The municipality may charge a co-payment for services that do not involve personal care and self-care.

Guidelines – applying for, or receiving the service

You can contact the municipality for assistance in applying for home help, or you can ask someone else to assist you if needed. If someone else applies on your behalf, they must have written authorization.

If someone is applying on your behalf, a written authorization must be attached.

Administrative procedure

You will be notified when the municipality is processing your case, and you will have the opportunity to provide input. The municipality must gather all necessary information to make a decision, and you have the right to access the case documents.

The decision will include the municipality’s reasoning, how the decision was reached, and who was involved in the process. The decision will be sent to you in writing.

Time taken to consider the application

The municipality must process the case as soon as possible. If a decision cannot be made within one month, you will receive written notification explaining the delay and an estimated timeframe for when the decision will be made.

Possibilities to appeal; procedure

If you are dissatisfied with the decision, you can appeal to the municipality within three weeks of receiving it. Explain what you disagree with and why you believe the decision should be changed. If you need guidance, you can contact the municipality for assistance.

If the municipality upholds its decision, the case will be forwarded to the County Governor, who will determine whether the appeal should be upheld.

You can also appeal to the County Governor in your region if you experience inadequate service delivery, incorrect or insufficient information, or breaches of confidentiality.

If a serious incident occurs in connection with the service, you as a patient or relative can report it directly to the Norwegian Board of Health Supervision at +47 474 86 882.
