Description
Some people may face difficulties entering the housing market or maintaining their current home. The municipality is responsible for helping ensure that everyone has a safe and stable place to live.
Based on your situation, the municipality can assist with:
- financial advice
- information about different services you may apply for
- assistance in applying for support or loans
- renting a municipal housing unit
- support in the process of buying or renting a home
- help with managing your housing situation
Target group
Individuals who are unable to secure or maintain permanent housing.
Criteria/conditions
To receive this service, you must have legal residence in Norway, and the municipality must assess that you are in a particularly difficult situation in the housing market.

Guidelines – applying for, or receiving the service
When you request assistance, the municipality will assess whether you are in a particularly vulnerable housing situation. The municipality will make an administrative decision either to provide support or to reject the request. If support is granted, the decision will specify what type of assistance you will receive.
Time taken to consider the application
The municipality must process the case as soon as possible. If a decision cannot be made within one month, you will receive written notification explaining the delay and an estimated timeframe for when the decision will be made.
Possibilities to appeal; procedure
If you are dissatisfied with the decision or believe the municipality has not followed proper procedures, you can file an appeal. The appeal should be sent to the County Governor in your region. The municipality can assist you with the appeal process.
